Treasury Board President John Baird yesterday announced more than $1-billion in annual savings accomplished by cuts to federal programs.

NON -CORE PROGRAMS

The elimination of programs not considered a key priority to the government.
EXAMPLE: $4-million that funded the research of medicinal marijuana.

Polish woman charged after growing marijuana to sooth 'unruly' cow

'BECAME AS CALM AS A LAMB'

A Polish woman who grew marijuana to calm the nerves of her cow has been charged with cultivating a narcotic by police in the western town of Lobez. The animal had been "skittish and unruly" - once breaking a person's arm - until someone suggested mixing cannabis in with its feed, the woman told police.
"The cow became as calm as a lamb," the 55-year-old owner said, according to the PAP news agency. The woman's plants, grown from seeds she bought at a nearby market, were nearly three metres tall and extremely potent, investigating officers said. The woman faces up to three years in jail if convicted. There was no word on what a diet marijuana did to the cow's milk.

Subject: Open Letter to the Prime Minister re Canadian Visas for Polish Citizens

Dear Prime Minister:

The Canadian Government is fully aware that Polish immigrants make fine Canadian citizens from Sir Casimir (Kazimierz) Gzowski to Mark Starowicz (CBC: Canada-the People's history). Oddly enough, the immigration policy is much worse than that of the Mulroney Government even though Poland was then ruled by General Jaruzelski and was prominent member of the Warsaw Pact. It was harder to get a Polish passport but easier to come and stay in Canada. In many ways it is ironic, that now that my country of origin is a member of NATO and the European Union, the immigration from Poland changed to a trickle. The argument of illegal immigrants from amongst Polish visitors is greatly exaggerated. However, even those that eventually stayed in Canada by and large made good law abiding citizens and taxpayers. Issues like those reported about some immigrants from other parts of the world, which were found torturing children or posing a security threat, never happened within the Polish-Canadian Community. Canada and the European Union have special relationship with each other, share many values. It appears, however, that affirmative actions are directed at immigrants from all other parts of the world except for Europe. Europeans assimilate in Canada very easily because their culture is very close if not identical to that of Canada. Most importantly, Polish Citizens do not represent a security threat to North America. Today, Canada's immigration policy allows some citizens of the European Union to come to this country without visas while requires visas from Polish nationals.

The Government of Canada was the first Western Government to ratify NATO enlargement that guaranteed Poland's security back in February, 1998. Today, Polish troops serve in Bagram, Afghanistan being an integral part of the "Enduring Freedom" NATO Task Force.
Having joined the European Union on May 1st, 2004, Poland eliminated Visa requirement to Canadian passport bearers. Frankly, the Canadian Governments should reciprocate.

Polish Festival was a real crowd pleaser

SCENE IN THE VILLAGE

The annual Polish Festival in Roncesvalles Village was a huge success last weekend. According to Tony Kauch, chair of the local Business Improvement Area, nearly 75,000 people were estimated to have visited the event, formerly known as a harvest festival, during the weekend.
"It was a huge blow out," Kauch said of the festival, which featured cultural and dance demonstrations, Polish music, children's entertainers, exhibitors selling crafts from all over the world and tons of great food. Kauch said newly elected Parkdale-High Park MPP Cheri DiNovo made an appearance with MP Peggy Nash on Saturday and Mayor David Miller dropped by to check it all out on Sunday.

Fresh start for Ontario NDP

Ontario's New Democrats started the fall session at Queen's Park on a high note, welcoming the newest member of the legislature to the NDP benches.
Cheri DiNovo, who won a byelection in Toronto's Parkdale-High Park riding earlier this month, was officially sworn in yesterday, with NDP Leader Howard Hampton at her side.
DiNovo said she will focus on making sure the governing Liberals keep their promises about funding public education properly, among other things.
"I hope that I bring their voice to Queen's Park and not Queen's Park's voice at them," she said as she walked into the legislature, surrounded by a small crowd of supporters, including her husband and other NDP members.
A United Church minister until her political win, DiNovo brought her own Bible to the official ceremony. "It represents all of that faith that helps build this country that comes from all of our immigrant populations," she said of the Bible, a gift from her Portuguese in-laws.
DiNovo survived a Liberal smear campaign to take the west Toronto riding previously held by former education minister Gerard Kennedy.
Hampton said the byelection reinforced that voters want the NDP to have a strong voice at the legislature.
