"Gun culture" most often denotes that strange and paranoid corner of America represented by the NRA at its most strident. We have on one hand America, a land populated by sane people who believe reasonable things and generally do not shoot each other unless directly threatened, and even then rarely because they do not keep loaded guns handy, and on the other hand we have the gun culture, represented by wackos and weirdos and rednecks, who sit on their front porches stroking the barrels of their shotguns, shooting any animal that moves, and fantasizing about the day some criminal will walk up the wrong garden path where they lie in wait, armed, protecting their Second Amendment rights against their own government. In no time at all, "gun culture" becomes snide shorthand for redneckery.
But the idea of a gun culture originally included us all, even if we experienced guns only through TV, movies, or Battlefield: Bad Company. The historian Richard Hofstadter coined the expression in a 1970 essay in the magazine American Heritage, in which he contended not that America has a gun culture, that America contains a gun culture, or that America tolerates a gun culture, but that America is a gun culture - that the gun as a symbol is so deeply ingrained within the America character as to be inseparable from Mom, apple pie, and all the rest. On the opposite side of the ideological divide, the economist John Lott opens his book More Guns, Less Crime - the bible of the concealed-carry movement - with a similar assertion: "American culture is a gun culture - not merely in the sense that in 2009 about 124 million people lived in households that owned a total of about 270 million guns, but in the broader sense that guns pervade our debated on crime and are constantly present in movies and the news." It scarcely matters that 200 million-odd Americans live in households with no guns at all; the gun defines them regardless.
To Hofstadter, a gun culture elevates the gun to a privileged place as a cherished national symbol.
America is a gun culture, then, while Canada is not. Canada's foundational myths do not rely on the rifle; in place of the rifle that never seems to leave the Minuteman's hands, the voyageur carries only a canoe paddle. But people in Canada own guns and have attitudes towards guns. Is that not a gun culture of sorts? Blake Brown, in Arming and Disarming, his history of gun control in Canada, reminds us that law and culture are the same thing: our culture is our values and attitudes, and the law is our attempt to give those values formal description. If we have laws about guns, then we have a culture about guns, or a gun culture. And from that perspective, every nation has a gun culture, although to say that either Britain or Australia has a gun culture stretches the usage beyond its tensile strength.
