Russia will 'pay a price'
The U.S. will argue at a NATO ministers meeting for a unified response to punish Russia for invading Georgia, even as officials say Moscow has positioned missile launchers in the separatist South Ossetia province.
Secretary of State Condoleezza Rice headed to Europe yesterday to talk with NATO allies about what message the West should send to Russia.
Russia can't use "disproportionate force" against Georgia and still be welcomed by international institutions, Rice said Sunday. "It's not going to happen that way," she said. "Russia will pay a price" ("Russians stalling withdrawal", 24 HOURS, Tuesday, August 19, 2008).

In these Olympic days, Russia's Vladimir Putin has tested positive for aggression in Georgia, and Stephen Harper is bang on in referring to a "Soviet era mentality."
No one understands that better than Russia's neighbours which lived under Soviet oppression for 45 years, and that's why leaders of Ukraine, Poland, Lithuania, Estonia and Latvia appeared last week at a Tbilisi rally supporting Georgian President Mikheil Saakashvili.
They see that the post-Soviet Russian bear has tasted blood outside its borders and fear its appetite has been whetted.
