Pewnego dnia spoleczenstwo obudzi sie ze skutymi rekoma w nocniku. Tylko wtedy moze byc juz za pozno.

OTTAWA - A border service officer who spoke a few words of Robert Dziekanski's native tongue may have come within minutes of helping avert the Polish immigrant's death, newly released documents show.
Dziekanski died in the wee hours of Oct. 14 after the RCMP zapped the 40-year-old with a Taser and pinned him to the floor of the Vancouver International Airport.
Police fired the stun gun less than 30 seconds after arriving on the scene of an agitated Dziekanski tossing furniture in frustration following more than nine hours in the airport.
Internal documents and accompanying security camera video of Dziekanski provide fresh glimpses into the sequence of events. On the video, he can be seen calmly pulling his luggage through corridors - a striking contrast with the later turmoil.
Border Services officer Adam Chapin was called upon to help Dziekanski about 90 minutes before the shooting as the befuddled newcomer, who spoke almost no English, tried to navigate through a maze of procedures.
Dziekanski had already spent several hours in the CBSA's arrival hall. He was unaware that his mother could not enter the secure area.
No interpreter
He eventually continued on through customs and to an immigration desk. No interpreter was available. Chapin, who spoke a bit of Polish, helped a fellow officer approve Dziekanski's documents.
A short time later Chapin noticed Dziekanski sitting down. "I again explained to the subject that he was done and he could go. He said, 'Okay, good' (in Polish).
"The client never exhibited any hostile or angry behaviour while I or any other officer dealt with him," Chapin wrote.
Just after 2 a.m., Chapin answered a call from Dziekanski's mother. He assured her he knew her son, that he was about to leave, and would look for him on the way out (TORONTO SUN, Monday, March 31, 2008).

Transparency on Tasers
Public outrage over the death last year of a Polish immigrant at Vancouver International Airport after RCMP officers jolted him with a Taser should have prompted Canada's national police force to become more open about its use of the high-voltage stun guns.
Instead, a joint investigation by The Canadian Press and the CBC suggests the beleaguered Mounties may be hiding behind privacy concerns to justify withholding key information about how and why Tasers are being used - even though in some cases such details have previously been made public.
Documents obtained by the news organizations show the RCMP is stripping crucial details from public Taser reports at the same time it has widened its use of the stun guns. Did the person who was zapped have a weapon? What measures did officers take to defuse the situation before resorting to their Tasers? And what injuries resulted? By the RCMP's reckoning, Canadians are not entitled to know.
But the force's privacy arguments don't add up. Names and addresses are already removed from publicly released forms. For an organization trying to rebuild public confidence, the RCMP's reluctance to release Taser information is downright short-sighted.
Stung by criticism over the media probe, RCMP Commissioner William Elliott has belatedly ordered a review of the recently released reports to determine if more information should be made public. One hopes this will prompt the RCMP to do the right thing and open up its records to more scrutiny. But it is disturbing that it took being publicly embarrassed for Elliott to act.
As police use of Tasers increases, and pressure builds to put them in the hands of more officers in Toronto and elsewhere, more, not less, transparency is in order (TORONTO STAR, Monday, March 31, 2008).

A Seneca College business student who was in the entertainment district with a group of family and friends last summer says he was assaulted by Toronto police officers and Tasered while attempting to put his hands behind his back.
Lloyd Campbell is seeking $10,000 in damages in small claims court. None of the allegations has been proven in court and police have responded with a statement of defence denying the claims, Campbell's lawyer, Alonzo Abbey, said on Wednesday.
The statement of claim alleges that on June 17 around 3 a.m., police on horseback began clearing people from Adelaide and Duncan streets. The claim filed in January states Campbell was then violently attacked by uniformed officers. While attempting to put his hands behind his back, the "plaintiff was subsequently Tasered" and blacked out, the document alleges.
