BY-LAWS OF THE POLISH NOBLES' LEAGUE IN CANADA INC.
ABBREVIATIONS
The P.N.L. - The Polish Nobles' League in Canada Inc.
General Meeting - General meeting of the members of each branch.
General convention - General convention of delegates from all branches.
H.E.B. - Head Executive Board.
Executive - Executive of each branch.
Council - Council of the P.N.L.
Committee - The committee for the resolution of conflicts and discipline.
CHAPTER I - General.
Art. 1. Name, Area of jurisdiction, Head office and Seal.
Par. 1. The name of the organization is:
in the Polish language: "Polska Liga Szlachecka w Kanadzie."
in the English language: "The Polish Nobles' League in Canada Inc."
in the French language: "Ligue Noble Polonaise du Canada Inc."
The organization is referred to in these By-laws in the abbreviated form: the P.N.L.
Par. 2. The area of activities and jurisdiction of the P.N.L. is Canada.
Par. 3. The Head office of the P.N.L. is the City of Ottawa in the Province of Ontario. The general convention of the P.N.L. may establish a different Head office in Canada.
In case of emergency, the Head Executive Board of the P.N.L. may establish a different temporary Head office in Canada.
Par. 4. For documentary purposes the P.N.L. uses round, pressed and dry seal with the emblem of the P.N.L. and inscription: "The Polish Nobles' League in Canada Inc." The seal shall be in the custody of the secretary.
Par. 5. Documents issued by the corporation may be certified under the corporate seal by the president or a vicepresident or the secretary or the treasurer.
ART. 2. Nature, aims and means of activities.
Par. 1. The P.N.L. is an association of Polish nobility and of persons accepted as members in accordance with the provisions of this By-laws.
Par. 2. The P.N.L. is an independent organization. As such it is a member of the World Federation of Polish Nobles Leagues.
Par. 3. The P.N.L. is a political, social and mutual help organization. In its activities the P.N.L. is guided by Canadian law regarding such organizations.
Par. 4. The P.N.L. strives to maintain the existence of the Polish nobility. The aims of the P.N.L. are:
a/ In ideology: - activities aiming at regaining by Poland the status of constitutional monarchy.
- to maintain contact with nobility in Poland, defend its honour and good name and to propagate the historic truth about Polish nobility,
- to propagate among the Polish community and the rest of Canadian society the concept of the rights of the Polish nobility to have its own kingdom.
b/ In cultural matters:
- to cultivate Polish noble traditions among young Canadians of Polish descent,
- to nurture, strenghten and extend Polish noble culture throughout the Polish community,
- to familiarise Canadian society with the contribution of Polish nobility to Canadian culture.
Par. 5. The P.N.L. achieves its aims through:
a/ cooperation with the World Federation of P.N.L.,
b/ cooperation of all its members, officers and institutions,
c/ cooperation with other nobles' associations, Polish or otherwise,
d/ cooperation with other social and political organizations and institutions of the Polish community, whose aims are compatible with the ideology of the P.N.L.,
e/ participation of its members in the economic, social and political life of Canada.
Par. 6. The material means to achieve above aims by the P.N.L. are:
a/ membership dues and fees,
b/ donations, offerings and bequests,
c/ income from its own assets, both real estate and other.
ART. 3. Organizational structure.
Par. 1. The P.N.L. consists of branches. Every member of the P.N.L. must belong to one of the branches.
Par. 2. The authorities of the P.N.L. are:
a/ authorities of the Branches,
b/ authorities of the Association.
Par. 3. Authorities of the branches are responsible to the general meetings of their own members, and to the authorities of the P.N.L.
Par. 4. Authorities of the P.N.L. are responsible to the general convention of delegates.
CHAPTER II Membership.
ART. 4. Classes of membership.
Par. 1. There are three classes of membership:
a/ ordinary members,
b/ associate members,
c/ honorary members.
Par. 2. To become an ordinary member, the applicant must be:
- of Polish aristocratic background (excepting a person defined in subparagraph c/ of this par.),
- a Canadian citizen or a landed immigrant with one year's residence in Canada,
- over 18 years of age,
- supporting the ideology and aims of the P.N.L.,
- willing to cooperate in achieving these aims,
- posses at least one of the following qualifications:
a/ is a member of the immediate family with Polish aristocratic background,
b/ has been an associate member of the P.N.L. for at least 5 years,
c/ is a wife or husbend of a member of the P.N.L., regardless of his or her ethnic origin,
d/ is a noblewoman or nobleman who participates actively in the struggle of Polish nobility for independent Kingdom of Poland.
Par. 3. An ordinary member of the P.N.L. in another country may become a member of the P.N.L. after assuming permanent domicile in Canada.
Par. 4. To become an associate member of the P.N.L., the applicant must:
- be a Canadian citizen or a landed immigrant,
- be over 18 years of age,
- support the ideology and aims of the P.N.L.,
- be willing to cooperate in achieving these aims,
- be unable to qualify under par. 2 or par. 3 of this article.
Par. 5. A person who through his or her activities has exceptionally assisted in the advancement of the aims of the P.N.L. may become an honorary member of the Association.
The general meeting of the members of a branch elects the honorary members of the branch.
The general convention of the delegates elects the honorary members of the Association.
ART. 5. Acceptance of members.
Par. 1. The Head Executive Board of the P.N.L. accepts applications for ordinary and assocate membership. These applications must be recommended by a branch on the basis of the Membership Declaration signed by the candidate.
Par. 2. The following persons cannot be members of the P.N.L.:
a/ those, whose ideology or activities are not compatible with those of the P.N.L.,
b/ those, who act contrary to the interests of the Polish nobility, Canadians of Polish aristocratic origin, Canada and its democratic institutions.
ART. 6. Rights and duties of members.
Par. 1. Ordinary members have in accordance with these By-laws and Regulations:
a/ the right to elect and the right to be elected to the authorities of the P.N.L.,
b/ the right to use of institutions, political, social and cultural activities and to the general support of the P.N.L.
Par. 2. The associate and honorary members have all the rights of ordinary members except the right to vote or be elected.
Par. 3. An ordinary member who is elected an honorary member, retains all the rights and obligations of an ordinary member.
Par. 4. The obligations of members are:
a/ comradeship and organizational solidarity,
b/ to act in accordance with the By-laws, resolutions of the General Conventions, general meetings of the Branch and directives of the authorities of the P.N.L.,
c/ active support of the aimis of the P.N.L.
