Moscow has rejected Washington's pleas that the shield is meant to defend Europe from a rogue missile attack by Iran or North Korea, claiming that Russia's nuclear arsenal is the target.
In the first indication that the United States was losing patience with Moscow's intransigence on the issue, Condoleezza Rice, the U.S. Secretary of State, yesterday described Russia's fears as "ludicrous."
"The Russians have thousands of warheads," she told a news conference in Oslo prior to a NATO meeting. "The idea that somehow you can stop the Russian strategic nuclear deterrent with a few interceptors just doesn't make sense."
Mr. Putin said he had decided to declare a moratorium on an updated version of the treaty because NATO powers had failed to ratify it. The United States and its NATO allies have said they will not ratify the treaty until Russia withdraws its troops from Moscow-backed breakaway republics in Georgia and Moldova - an argument the Kremlin dismisses as a pretext to allow Washington to boost its military presence in Eastern Europe.

Five schools in the Dutch Protestant "Bible Belt" have become the first educational institutes in the Netherlands to be allowed to ban headscarves and other religious symbols. "These are specialized schools ... and they want to prserve their identity," a spokeswoman for the Commission for Equal Treatment said yesterday. Last year, the Dutch government banned wearing Muslim burkas and face veils in public, citing security concerns. "If someone wants to attend the school, they are asked to sign papers agreeing with the religion, identity and rules," the spokeswoman said. France bans Muslim headscarves and other religious symbols from state schools, and Britain is considering limits on veils.

Prohibitions don't work, he points out, citing the alcohol prohibition in the U.S. which led to an underground economy. Smoking kills five times the number of deaths caused by car accidents, suicides, drug abuse, murders and AIDS combined. And there are 30% more alcohol abusers than there are drug dependents.
Legalize marijuana first, and then categorize drugs according to their toxicity levels and drug capture ratio - how easily addictive the substance is - Chettleburgh said. Drug consumption will never go away. Regulating the industry would assure product quality, reducing the chances of overdose and poisoning. If users were forced to pay a sin tax, taxpayers would no longer have to foot the bill for their health costs, he argues.
